Amends the provisions governing reimbursement for intermediate care facilities for individuals (ICFs/IID) with intellectual disabilities in order to extend the period of transitional rates for two additional years, and to revise the Rule language to align with the language currently used in the approved Medicaid State Plan amendment governing ICFs/IID.

Amends the provisions governing the New Opportunities Waiver in order to provide additional reimbursement for services rendered to participants with complex medical and behavioral needs, and to align the minimum age requirement for participation with the waiver amendment approved by the U.S. Department of Health and Human Services, Centers for Medicare and Medicaid Services.

Amends the provisions governing the reimbursement methodology for nursing facilities in order to adopt provisions governing the transition of a private nursing facility to a state-owned or operated nursing facility through a change of ownership.
