The annual Synar Report describes the progress Louisiana and other states have made in enforcing youth tobacco access laws and future plans to reduce youth tobacco access rates as required by the federal Public Health Service Act [42 U.S.C. 300x–26]. The law requires all states to have in effect a law making it unlawful for any manufacturer, retailer, or distributor of tobacco products to sell or distribute any such product to any individual under the age of 18, and to conduct random, unannounced inspections to ensure compliance with the law. States are required to report this information annually to the federal Substance Abuse and Mental Health Services Administration’s (SAMHSA) Center for Substance Abuse Prevention (CSAP).

HR 222 urged and requested the Louisiana Department of Health (formerly, Department of Health and Hospitals) to evaluate and report on the economic impact of prospective employee criminal background check costs on licensed healthcare agencies to the Louisiana House of Representatives.

The Department of Health and Hospitals (DHH) submits the attached report in response to Act 311 of the 2013 Regular Session. Act 311 requests DHH to report to the House and Senate Committees on Health and Welfare the incidence and causes of all re-hospitalizations of infants born premature at less than thirty-seven weeks gestational age and who are within the first six months of life.

In response to the reporting requirements set forth in Revised Statue 28:772 Regional Funding of Addictive Disorder Services through Federal Block Grant Money Obtained by the State, Louisiana Department of Health (LDH) submits the attached Annual Report. RS 28:772 directed LDH to report to the Legislature listing the contractors and the amounts such contractors received for the provision of regional addictive disorder services and services provided through grants which were received through application by the department or a regional office of the department.

Senate Resolution 6 charges the Louisiana Department of Health (LDH) with evaluating and reporting on potential funding solutions for in-home support providers. The resolution requests LDH provide annual data beginning in 2008 on rate reductions for in-home support providers versus nursing home providers and any unfunded mandates charged to this provider group. The resolution further requires LDH identify realistic funding strategies and provide a detailed plan and timeline for implementation to ensure sustainability of in-home services.
