In response to ACT 96 of the 2013 Regular Legislative Session, the Louisiana Department of Health and Hospitals (DHH) submits the attached response. Act 96 directed DHH to conduct a review and identify any legislation which has been implemented and has been operational for at least six months in the prior year that affects the department, its revenue, agencies, or other entities under its control and has a fiscal impact which as increased by the amount of one million dollars or more over the amount of the fiscal note as the bill was enacted.

In response to the reporting requirements set forth in R.S. 39:198 and ACT 539 of the 2010 Regular Session of the Legislature, Louisiana Department of Health (LDH) submits the attached memorandum and accompanying documents relative to the Calendar Year 2017 extension of the contract for fiscal intermediary services between the Department of Health (LDH) and Molina Information Systems.

SB 337 of the 2008 Regular Session required DHH to provide that as a condition of payment of uncompensated care costs, all state and non-state hospitals and other health care facilities, excluding rural hospitals included in the Rural Hospital Preservation Act, report to DHH patient specific data on the amount and type of uncompensated care provided and all requested data on the amount and type of other services and activities financed by uncompensated care payments. The bill further directs DHH to provide a quarterly summary of reported information to the governor and to the legislature.

HCR 51 of the 2016 Regular Legislative Session requires the Louisiana Department of Health (LDH) to submit a report to the Joint Legislative Committee on the Budget at least thirty days prior to submission of any documentation to the Centers for Medicare and Medicaid Services (CMS) relative to obtaining approval to implement the hospital assessment outlined in the resolution.

Senate Bill No. 93 of the 2011 Regular Session requires DHH to prepare and deliver annual interim reports to the Senate Committee on Health and Welfare and the House Committee on Health and Welfare for purposes of performance evaluation and continuance of the medication attendant certification program for certified nurse aides.
