The Louisiana Department of Health, Bureau of Health Services Financing and the Office of Aging and Adult Services (OAAS) currently provide home and community-based services through the Adult Day Health Care (ADHC) Waiver and Community Choices Waiver (CCW) to eligible Medicaid recipients.

 

Adult Day Health Care (ADHC) Waiver Amendment with proposed effective date of 12/1/18:

The department hereby gives public notice of its intent to seek approval from the U.S. Department of Health and Human Services, Centers for Medicare and Medicaid Services (CMS) to amend the ADHC Waiver in order to:

  1.    modify priority group number 3 for waiver offers to establish that priority will be given to those individuals admitted to (or residing in) a nursing facility who have Medicaid as the sole payer source.
  2.    update Level of Care to reflect changes to the behavior pathway for new applicants.(This change will not impact eligibility of those currently in the waiver who initially met, and continue to meet, Level of Care on behavior pathway only; nor services provided to these individuals.)
  3.    modify Transition Intensive Support Coordination (TISC) service definition to clarify the time frame of "6 months" instead of "180 days".
  4. align Appendices A and I Quality Improvement Strategy (QIS) measures with the Community Choices Waiver (LA.0866.R01.03) amendment effective July 1, 2018.
  5.    update Appendix B-5 per CMS recommendations in the Community Choices Waiver (LA.0866.R01.03) amendment effective July 1, 2018.

Community Choices Waiver (CCW) Amendment with proposed effective date of 12/1/18:

The department hereby gives public notice of its intent to seek approval from the U.S. Department of Health and Human Services, Centers for Medicare and Medicaid Services (CMS) to amend the CC Waiver in order to:

  1. modify priority group number 4 for waiver offers to establish that priority will be given to those individuals admitted to (or residing in) a nursing facility who have Medicaid as the sole payer source.
  2. modify Transition Intensive Support Coordination (TISC) service definition to clarify the time frame of "six months" instead of "180 days".

In compliance with CMS requirements, the Office of Aging and Adult Services is posting these amendments for public comment July 25 through August 24, 2018. CMS regulations require the Louisiana Department of Health to actively engage the public and give program participants, advocates, providers and other community stakeholders the opportunity to provide input regarding changes made to current waiver applications prior to the submission of final versions to CMS.

Implementation of the provisions of this waiver amendment is contingent upon CMS approval.
