Medicaid Managed Care Organization Changes

Effective January 1, 2023, Medicaid will have contracts with six managed care organizations (MCO), also known as Healthy Louisiana health plans.

  • Humana Healthy Horizons in Louisiana
  • Louisiana Healthcare Connections
  • UnitedHealthcare Community Plan

Provider Enrollment

Despite being past the application deadline, the Provider Enrollment Portal remains open for providers required to enroll who have not yet submitted an application.

  • Claims processing effective January 1, 2023:
    • Scenario 1: Claims for dates of service before January 1, 2023, will be adjudicated for providers who have and have not completed enrollment.
    • Scenario 2: Claims for dates of service after January 1, 2023, will be adjudicated for providers who have completed enrollment.
    • Scenario 3: Providers who apply between October 1, 2022, and December 31, 2022, will be able to resubmit claims for dates of service on or after January 1, 2023, that were denied for failing to be fully enrolled. Once provider enrollment is complete, claims may be resubmitted.
    • Scenario 4: Providers who do not apply between October 1, 2022, and December 31, 2022, will have their claims denied and may not resubmit claims with dates of service on or after January 1, 2023.

Provider Enrollment Webinars

Health Plan Auto Assignment

  • Prior to January 1, 2023, most current Medicaid members will go through an auto assignment process.
  • As a result, some Medicaid members may be assigned a different health plan. This does not affect their Medicaid coverage or their dental plan enrollment.
  • Letters will be mailed to all Medicaid households explaining their current plan and the plan they will be enrolled in effective January 1, 2023. Letters will be mailed to members beginning in late October through mid-November 2022.
  • If the member wants to keep the health plan assigned to start on January 1, 2023, they do not have to do anything.
  • If the member wants to change that health plan or their dental plan, they can do that at any time between November 8, 2022 and March 31, 2023. These changes are explained in the provider webinars.

Health Plan Auto Assignment Webinars

Louisiana Medicaid hosted a series of provider webinars on upcoming changes to Medicaid’s managed care program and the potential changes in health plan enrollment for Medicaid members. The information shared was the same for all webinars, focusing on the addition of a sixth health plan to the managed care program and the health plan auto assignment of most current members prior to January 1, 2023.
