Overview

The Louisiana State Opioid Response (LaSOR) Program will enhance existing statewide prevention, treatment, and recovery support services for individuals with or at risk for opioid use disorder (OUD). Through this grant, OBH will:

• Utilize the existing Strategic Prevention Framework-based infrastructure as a basis to implement evidence-based prevention programs and best practices statewide, including Life Skills Training for grades 6-9, Generation Rx, prescription drop boxes, and distribution of Narcan kits.
• Enhance and expand medication for opioid use disorder (MOUD) treatment availability statewide by building the capacity of the opioid treatment programs (OTPs) and office-based opioid treatment (OBOT) providers through the hub and spoke model, where the OTPs will be the hubs and the OBOT providers will be the spokes. OBOT providers will receive support from spoke care teams, education and consultation from Tulane University through academic detailing and Project ECHO, and psychiatric consults from Louisiana State University Health Sciences Center.
• Provide outreach services and offer mobile peer recovery services, including recovery coaching, using crisis outreach mobile teams within the state’s communities
• Target women with OUD who are either pregnant or have a child with neonatal opiate withdrawal symptoms through a Screening, Brief Intervention, and Referral to Treatment (SBIRT) pilot project at a local hospital
• Enhanced recovery support for individuals with OUD by educating Oxford Home residents on MOUD to discourage discrimination against persons on MOUD, as well as the expansion of Oxford Houses statewide and referral of the state prisons’ re-entry population to Oxford Homes.
• Identify and address the needs of state-recognized tribes through a thorough needs assessment and strategy implementation.
