DHH Issued Requests for Proposals for Coordinated Care Networks Monday, April 11

The Department of Health and Hospitals (DHH) has issued the Requests for Proposals (RFP) for Coordinated Care Networks (CCN). DHH issued two separate RFPs, one for the CCN-Prepaid (CCN-P) model, and one for the CCN-Shared Savings (CCN-S) model.  DHH will administer CCNs for Medicaid using both models, which will be implemented simultaneously. Insurance companies, shared-savings entities and other capable groups are welcome to submit proposals to operate a CCN, and through this competitive procurement process, the state will select the best-qualified entities to provide services for the Medicaid and LaCHIP recipients who will enroll in a CCN.

Below are key dates related to the RFP process for selecting CCNs:
 
•    April 11, 2011 - DHH issues Requests for Proposals
•    April 18, 2011 - Proposers Conference (see details below)
•    April 19, 2011 - Rate, Systems & Technical Conferences (see details below)
•    April 29, 2011 - Written Questions to the RFP due to DHH
•    June 24, 2011 - CCN Proposals due to DHH
•    July 25, 2011 - Announcement of CCN Contract Awards

DHH will hold Proposers Conferences for entities that wish to participate in the RFP process to establish CCNs on Monday, April 18 in Room 118 of the Bienville Building (DHH Headquarters, 628 N. 4th St., Baton Rouge, LA, 70802). The CCN-P Proposer's Conference is scheduled from 9 a.m. until noon, and the CCN-S Proposer's Conference is scheduled from 1-4 p.m.

DHH will hold both a Rate Conference and Systems & Technical Conference to discuss these areas in greater detail than will be possible in the Monday Proposer's Conferences Tuesday, April 19, in Room 118 of the Bienville Building (DHH Headquarters, 628 N. 4th St., Baton Rouge, LA, 70802). The Rate Conference is scheduled for 9 a.m. and the IT Systems, Data, & Technical Conference is scheduled for 1 PM.

To implement CCNs for eligible Medicaid and LaCHIP recipients, DHH has divided the state into three Geographic Service Areas (GSAs). Click here to see a map of proposed CCN implementation by GSAs. Each GSA is limited to three CCNs of each model - three prepaid and three shared savings - meaning each GSA will have a maximum of six CCN options from which recipients can choose a network for themselves and their families. Providers are welcome to sign up with as many CCNs as they wish, and providers also can continue to serve as fee-for-service providers to treat patients who will not transition to a CCN.

The first GSA, which includes Medicaid recipients in the Greater New Orleans and Northshore regions, is expected to begin CCN health care delivery Jan. 1, 2012, and all eligible recipients in the state are expected to be enrolled in CCNs by May 1, 2012.
