Adult Day Health Care (ADHC) Waiver

What is the ADHC Waiver program?

The Adult Day Health Care (ADHC) Waiver program offers a range of medical and health-related services that are provided at the ADHC center where participants will go for part of the day.  In addition, this program offers structured activities and socialization opportunities to promote mental stimulation, social-engagement and overall well-being.  These activities include cognitive exercises, arts and crafts, games and group discussions.  Nutritious meals and snacks are also provided to participants when they are at the ADHC center. 

This program does not provide help 24 hours per day.

Who qualifies for the ADHC Waiver program?

In order for individuals to qualify for the ADHC Waiver program, they must:

  • Meet long-term care (LTC) Medicaid eligibility; AND
  • Be 22 years old or older; AND
  • Meet nursing home level of care (NFLOC).

How are ADHC Waiver opportunities offered to applicants?

People are offered the ADHC Waiver according to the following priority groups:

  1. People who have been abused or neglected and are referred by protective services who, without ADHC Waiver services, would need to go to a nursing home to prevent further abuse.

  2. People who have been discharged from the hospital within the past 30 calendar days, after staying at least one night.

  3. People living in a nursing home and Medicaid is the only payer of the nursing home services.

  4. Everyone else will get an offer for ADHC Waiver services on a first-come, first-served basis based on the date they request services.

How does the ADHC Waiver program work?

The main service under this waiver program is Adult Day Health Care (ADHC). You will receive your ADHC services at an ADHC center. ADHC centers are places where you can go for part of the day. ADHC centers are open Monday to Friday during daytime hours. At the ADHC center, you can:

  • Get a ride to and from the center
  • Get help taking your medicine
  • See a nurse
  • Eat two small meals
  • Talk with your friends
  • Enjoy activities

Some ADHC centers might have evening or weekend help.  When you apply for ADHC, you are asked some questions about yourself.  Based on your answers, OAAS will help you figure out what other services such as bathing, dressing or toileting before and after going to the ADHC center.  You will get help from a support coordinator to make a plan of care that works for you.

What other services does the ADHC Waiver program provide?

Support Coordination

A support coordinator helps you get the services you need (also known as case management/case manager).


Home Delivered Meals

Up to two meals per day delivered to your home on the days that you are not at the ADHC center.


Personal Emergency Response System (PERS)

A device you wear on your neck that calls emergency help when you push a button.

Activity and Sensor Monitoring

A system that monitors your movements and activities in your home, including falls, lack of activity, and push button emergency device.


ADHC Health Status Monitoring

ADHC staff call to check on you when you do not attend the ADHC center.
