Program of All-Inclusive Care for the Elderly (PACE)

What is PACE?

PACE provides all physical, emotional, social and medical supports needed for people to live at home and have a strong quality of life. The services a person gets is based on assessments done by the nurse, doctor, physical therapist, occupational therapist, social worker and others. The person needing the services also has a say in what services they get. PACE participants can get all Medicaid State Plan services and all Medicare services no matter how their PACE is paid for. In addition, PACE can provide other services needed to ensure a healthy community life.

Each PACE provider has a network of medical providers such as specialists, home health, hospitals, in-home caregivers, etc. Participants can choose their providers from within that network. PACE providers are funded through Medicaid, Medicare and/or private pay, and accept full-risk for the people who are in PACE. PACE providers are paid per member per month for those who are Medicaid-eligible.

A PACE participant who is eligible for Medicaid will not have to pay anything for PACE services. If a PACE participant is not eligible for Medicaid, but is eligible for Medicare, Medicare will pay a portion of the monthly rate to PACE and the participant will pay the remaining amount.  A person who meets all eligibility requirements can also pay privately for PACE services.

Eligibility

To enroll in PACE, a person must:

  • Be 55 years of age or older;
  • Meet nursing facillity level of care;
  • Live in an area served by a PACE provider; AND
  • Be able to live safely in the community at the time of PACE enrollment.
