The program proposed by the LSBD is one that will require the contractor to develop and operate a statewide program to accept reports of possible impairment of licensees as defined in this RFP and to identify, investigate and intervene on licensees whose ability to practice their profession with reasonable skill and safety is compromised by the virtue of alcoholism, substance abuse, chemical dependency, psychiatric or other mental or physical conditions, to provide assistance to the licensees, promote their voluntary participation in identifying, securing and pursuing effective treatment, monitor compliance with treatment recommendations and report to the LSBD when necessary.

1. The purpose of this RFP is to solicit proposals from qualified entities to provide licensed, Clinically Managed High Intensity residential treatment services ASAM Level III.5 for up to 16 chemically dependent adolescents (males and/or females) ages 12 to 17 in a free-standing, non hospital-based setting.

2. A contract is necessary for the establishment and/or continuation of inpatient treatment of substance abuse disorders for chemically dependent adolescents. The Contractor shall bring quality, research-based treatment to adolescents with substance abuse disorders living in Region VI and surrounding areas (See Attachment V). Region VI consists of the following parishes: Avoyelles, Catahoula, Concordia, Grant, Rapides, LaSalle, Vernon, and Winn. The program must be housed in one of these parishes. Without this contract, many adolescents and their families may have to travel long distances to obtain services.

3. The Contractor shall utilize the network of the Office of Behavioral Health, the Statewide Management Organization
and the community as the primary referral sourcefor potential clients.

The purpose of this RFP is to solicit proposals from qualified proposers that provide the following activities related to the prevention of STD and HIV infections, the provision of services for HIV-infected persons as well as clinical services and treatment for persons infected with syphilis, chlamydia and/or gonorrhea, and to monitor the STD and HIV epidemics over time.

The purpose of this RFP is to solicit proposals from qualified proposers to provide supplemental certified nursing assistants (CNA) and registered nursing (RN) staff to provide nursing services to adults with a psychiatric illness. Registered Nurse nursing services average 8-16 hours per month and Certified Nursing Assistant nursing services average 1200 hours per week. A contract is necessary to provide qualified registered nursing and certified nursing assistant staff in sufficient quantity to meet the clinical needs of our clients, and to maintain the resources necessary to efficiently and effectively deliver professional nursing care of a quality consistent with the community and the national nursing care standards. The contractor shall uphold the policies and procedures that are congruent with the mission and goals of Central Louisiana State Hospital, the standards of professional practice, regulatory agencies, and the Nurse Practice Act.

1. The purpose of this RFP is to solicit proposals from qualified proposers that provide administrative and direct care personnel to support continuous twenty-four (24) hour per day medical response operations as determined by the State Health Officer or designee for the duration of a declared disaster or emergency. 2. Multiple contracts may be necessary to provide administrative and medical services to augment staffing in support of the Department’s role in providing public health and medical care. Services will be needed to deliver medical and supportive care to individuals with physical and/or behavioral health needs during an emergency or disaster. Contractor(s) may provide these services based on the personnel they have available. Contracts will be activated based on the specific staffing needs (i.e. discipline needed), the scope of the emergency/disaster and highest proposal score. Specific expectations and requirements are outlined in the RFP.

The purpose of this RFP is to solicit proposals from qualified proposers to provide for initial licensing based on the licensing requirements in statute and rule, and (when Medicaid participation is sought by a provider) initial certification based on the Medicaid Standards for Participation, licensing and recertification, periodic follow-up licensing surveys, and complaint investigations to ensure the quality of service delivery and the necessary safeguards to protect the health and welfare of persons receiving services from licensed home and community-based providers. Due to staffing shortages and CMS mandates, a contract is necessary for the Department to verify that providers initially and continually meet required licensure and/or certification standards; to verify that provider training and criminal background checks are conducted in accordance with state requirements; to identify, investigate, and seek to prevent the occurrence of abuse, neglect, and exploitation; to ensure deficiencies are remediated within required timelines; and to track and report data.

The purpose of this RFP is to solicit proposals from qualified proposers that will provide consulting services for the development and upgrade of the current Medicaid Eligibility Data System (MEDS), with a major developmental milestone of ACA compliant operational capacity by January, 2013, in addition to MVA‘s goal of provisional real-time eligibility determination by January 2014. MVA is specifically interested in vendor solutions that advance the MITA maturity and CMS compliance of MEDS, especially with regard to real-time eligibility determinations taking place using service oriented architecture (SOA).

The purpose of this RFP is to solicit proposals from qualified proposers to provide education and training to the personnel of non-compliant public water systems (PWSs) to ensure the PWS can effectively supply and maintain safe drinking water to the public. Contractor duties will include training water system owners and operators who are in non-compliance with the required regulations governing their water system and ensuring that the PWS is aware of the necessary equipment and treatment techniques to comply with safe drinking water regulations. The contractor will provide training and education as to the proper operation and maintenance of the public water system facilities and equipment. A contract is necessary to provide the Safe Drinking Water Program Enforcement Section with the expertise to provide non-compliant water systems hands-on technical assistance resulting in water system compliance prior to legal enforcement action resulting in the reduction of water system notices of violation and administrative orders.
