The Louisiana Commission for the Deaf (LCD)

The Louisiana Commission for the Deaf (LCD) provides people who are D/deaf, DeafBlind, hard of hearing, and those with speech disorders with programs and services to ensure full communication access to the world around them. Staff work closely with members of the D/deaf and DeafBlind communities to continuously improve the programs and meet their needs. LCD's goals are to allow everyone to communicate fully - regardless of their hearing, vision or speech-related abilities, improve access to needed communication supports, and to enable all people to participate in society and reach their full potential.

We currently offer services in 4 areas: 

All services have eligibility requirements that need to be met in order to use them. You can apply for and access services through your local Regional Service Center (RSC). All services and equipment follow requirements set by the Americans with Disabilities Act (ADA). Learn more about these services and their eligibility requirements using the links under "Learn More." Support Service Provider (SSP) Program

The Louisiana Department of Health (LDH), Office of Public Health (OPH), Bureau of Family Health (BFH), Louisiana Commission for the Deaf (LCD) hereby issues Request for Proposal (RFP) #3000017865 to obtain competitive proposals from qualified proposers who are interested in providing high-quality healthcare services for the statewide Support Service Provider (SSP) Program. The LCD intends to award a single contract to provide SSP services to people who are DeafBlind in the State of Louisiana. A Contract is necessary to inform DeafBlind individuals in Louisiana of the SSP services available, coordinate the provision of high quality services through SSPs trained to work one-on-one with DeafBlind individuals, and to inform the continued development and improvement of the SSP program in collaboration with LCD.

LCD will host a virtual conference for prospective proposers on Wednesday, October 20, 2021 from 9-11AM CDT. During the session, LCD staff will provide additional information about the RFP process and the Support Service Provider Program. The program encourages all interested contractors to attend. Please refer to RFP Addendum 1 for meeting details and instructions for joining via Zoom. Note: session attendance is not required for proposal consideration.


LCD Commission Board Meetings

Louisiana Commission for the Deaf meets quarterly to help guide program efforts and activities, in accordance with the state mandate. Commission members include Deaf and hard of hearing representatives, parents of D/deaf children, and representatives from related state organizations. Meeting minutes from previous meetings can be found here.

2022 LCD Commission Board Meetings will take place on the following dates from 9:00am - 12:00pm. These meetings are open to the public.

Telecommunications Equipment Program
Amplified phones, Text Telephones (TTY), and alert systems are available for those who qualify. 

Hearing Aid Program
This program offers hearing aids at no cost to those who meet the requirements. 

Interpreting Services
LCD provides interpreting services when outside interpreters are not available. 

Support Service Provider (SSP) Program
Trained guides are available to assist DeafBlind individuals.
