Community Preparedness Training Materials

Bureau of Community Preparedness staff are responsible for providing both training and exercises to LDH employees, volunteers, community partners and stakeholders on a variety of topics.

Upcoming Training Sessions Overview

LDH Emergency Operations Center Section Trainings are conducted at least twice per year for each of the five Sections (Command, Admin-Finance, Logistics, Operations, and Planning) in the LDH EOC. These trainings familiarize staff with the functions and

responsibilities of their respective assigned section and how each position integrates within the section and with the larger EOC in the cross-sector alignment.

In addition to covering primary functions, Section Training always includes focused topics on specific processes, procedures, or technology. The nature of these topics varies according to the needs identified by the Section Chiefs.

Section Training is offered for staff assigned to the EOC. This ensures that they gain a solid understanding of the Section’s key responsibilities without being overwhelmed by the more advanced subject matter covered in the main Section Trainings.

The format of these trainings is generally an interactive presentation, concept-reinforcing activities, identification of future training needs, and a free-form question and answer segment. Upcoming training dates can be found below.

Public communicators face many challenges when responding to emergency situations. The Louisiana Department of Health/Office of Public Health (LDH/OPH) wants to help you meet these challenges by providing you with these resources.

Emergency Response Trainings

Welcome to the Bureau of Community Preparedness Training page. We are excited to offer trainings on a wide variety of topics both online and in the LDH EOC. Sessions are available to all who are interested, including LDH employees, medical and non-medical volunteers, community partners and stakeholders. 

A registration form is available for all courses. Registration forms are due 10 business days prior to sessions and one for each session is required. Once the form has been received by the BCP Planning Section, a confirmation e-mail will be sent to the registrant. FEMA Courses

As LDH is the Emergency Support Function (ESF) #8 Public Health and Medical Services lead in Louisiana, the department is responsible for activities such as Medical Needs Shelters (MNS) and ensuring clean drinking water and food safety after an emergency event. To be certain that we have a workforce that is prepared for all-hazards emergencies, the Bureau of Community Preparedness recommends the following FEMA courses to all LDH personnel:

IS 100.C Introduction to Incident Command System
ICS 100, Introduction to the Incident Command System, introduces the Incident Command System (ICS) and provides the foundation for higher level ICS training. This course describes the history, features and principles, and organizational structure of the Incident Command System. It also explains the relationship between ICS and the National Incident Management System (NIMS).

IS 200.C Basic Incident Command System for Initial Response
ICS 200 is designed to enable personnel to operate efficiently during an incident or event within the incident Command System (ICS). ICS-200 provides training on and resources for personnel who are likely to assume a supervisory position within the ICS.

IS 700.B An Introduction to the National Incident Management System
This course introduces and overviews the National Incident Management System (NIMS). NIMS provides a consistent nationwide template to enable all government, private-sector, and nongovernmental organizations to work together during domestic incidents

IS 800.D National Response Framework, An Introduction
The course introduces participants to the concepts and principles of the National Response Framework.

IS 808 Emergency Support Function (ESF) #8 - Public Health and Medical Services
The National Response Framework (NRF) presents the guiding principles that enable all response partners to prepare for and provide a unified national response to disasters and emergencies - from the smallest incident to the largest catastrophe. As part of the NRF, Emergency Support Functions (ESFs) are primary mechanisms at the operational level used to organize and provide assistance. This course provides an introduction to Emergency Support Function (ESF) #8 - Public Health and Medical Services.

Registration for ICS 300 & 400, HSEEP, and all trainings in the LDH EOC are handled by the Center for Community Preparedness Planning Section.” Update to Bureau of Community Preparedness Planning Section.

Category A Biologicals
This training provides an overview of biological agents classified as "Category A" by the Centers for Disease Control. Agents in this category are of particular concern for their potential to be used as biological weapons. The training includes agent descriptions, disease symptomology, public health preparedness and response measures, and historical perspectives on the use of each agent as a biological weapon. Are You Ready? Individual, Family and Community Preparedness Course

“Are You Ready” addresses personal, family (including pets and service animals), and community readiness in emergencies. Topics covered include emergency plans, local area hazards, disaster supplies kit, animals in disaster, evacuation, and more.

Mass Fatality Management

This one-hour presentation introduces the role of the Louisiana Department of Health (LDH) in mass fatality incidents. Aspects of this presentation include: (1) Mass Fatality Incident (MFI) fundamentals, (2) Field and Site Recovery, (3) Disaster Morgue Operations, and (4) Family Assistance Centers (FACs).

Emergency Support Function 8 (ESF-8) Trainings

Course Description

Emergency Support Function 8 (ESF-8) Trainings consists of five modules focusing on the goals and objectives of ESF 8 and other annexes; disaster behavioral health response, including Psychological First Aid; disaster operations compensation; Emergency Operations Centers; Incident Command Structure; Medical Special Needs Shelters; and volunteer management. In addition, this course provides emergency preparedness and response strategies, resources, and management tools for evacuees and/or their caregivers. Each module is comprised of a presentation with goals of the lesson, pre-and post-tests, training evaluations and certificates of completion.
