Louisiana Ryan White Health Insurance Program (HIP)

What is HIP?


The Health Insurance Program (HIP) is a component of LA HAP, the Louisiana Health Access Program. 
Funded by Ryan White Part B funds through the STD/HIV Program, HIP covers eligible premiums and medical cost shares (co-payments, co-insurance and deductibles) associated with health insurance coverage. 
To be eligible, clients must have health insurance coverage through the Marketplace, Medicare, COBRA, an employer-based policy, or another private insurance policy.

 

Cost shares may include, but aren't limited to, outpatient clinician visits and laboratory/diagnostic costs covered by the client’s primary insurance plan.  Health, dental, and vision plans are eligible for coverage under HIP.  Durable Medical Equipment (DME) may be covered up to $5000 per client per year.  HIP funds may not be used for any costs associated with inpatient hospital stays.

 

Drug costs are covered under the Louisiana Drug Assistance Program (L-DAP) which, like HIP, is a component of LA HAP.  The general LA HAP application is used to apply for both components.

 

Who is eligible for HIP?

 

In order to participate in HIP, an individual must meet the following criteria:

  • a household income at or below 500% of the Federal Poverty Guidelines
  • active, non-Medicaid primary insurance
  • ineligible to receive full Medicaid
  • Louisiana residency
  • Living with HIV

How do I enroll in HIP?

 
To enroll in HIP services, you must complete the general LA HAP application. You can contact a case manager at your local community based organization (CBO), a social services staff person at your medical center, or LA HAP staff directly to complete an application.
