Plan Review
Act 745 of the 2012 Regular Session which gives the authority to the Department of Public Safety (DPS), Office of the State Fire Marshal to conduct plan reviews for plans and specifications of a facility licensed, certified, or seeking licensure or certification by the Department of Health and Hospitals (DHH) became effective June 12, 2012. If the health care entity is not licensed and/or certified by DHH-Health Standards Section (HSS) then no plan review is required by DHH for the Department's purposes.
Please contact the Department of Public Safety (DPS), Office of the State Fire Marshal using the links in this notice to obtain information regarding how to submit projects for plan review, accompanying fees, etc.
Please note that although a plan review may not be required by DHH-HSS, there may be other reviews or approvals required from other agencies such as the Office of the State Fire Marshal, Office of Public Health, or as required by local ordinances.
DHH- Health Standards Section DOES NOT require architectural plan review of any of the following health care entities:
- Physician offices: Please note that physicians' offices that are going to be licensed as an outpatient department of a hospital and perform invasive procedures will need the procedure room and support services undergo a DHH plan review.
- Fertility clinics
- Sleep centers - (except those requesting to be licensed as beds in a hospital): Please note that sleep centers that are going to be licensed as an outpatient department of a hospital may need to undergo a DHH plan review.
- Urgent care clinics: Please note that Urgent Care Centers that will be licensed as an outpatient department of a hospital may need to undergo a DHH plan review.
- Free standing cancer centers and cancer centers located within a hospital that provide only outpatient cancer services. Please note if they are added as part of a hospital may need to undergo a DHH plan review.
- Outpatient imaging centers: Please note that Outpatient Imaging Centers that will be licensed as an outpatient department of a hospital may need to undergo a DHH plan review. All imaging centers that provide linear acceleration and proton beam therapy will need to undergo a DHH plan review. In addition, outpatient imaging centers that will be licensed as an outpatient department of a hospital must submit DEQ and physicist clearances prior to licensing.
- Outpatient Infusion centers – NOTE: hospital infusion units serving inpatients will require plan review;
- Mobile units such as MRI, CTs, etc.:
- Please note that mobile units are not approved by DHH for use by hospitals Any hospital contemplating the use of a mobile unit needs to contact Health Standards prior to using them.
- Modular/Re-locatable Buildings and Mobile Units (if authorized by Health Standards Section) to be licensed for hospital services will require a DHH plan review.
- Pain management clinics: Please note that pain management centers that will be licensed as an outpatient department of a hospital may need to undergo a DHH plan review if invasive procedures are performed.
- Any outpatient surgical procedure center not requesting to be licensed as an ambulatory surgical center or part of a licensed hospital.
- Those requesting to be licensed as independent Ambulatory Surgical Centers or as an outpatient department of an hospital require plan review.
- Offsite campuses of hospitals that offer outpatient services solely, and such services do not involve the provision of invasive procedures. Please note that if the offsite campus meets any of the above criteria for which a DHH plan review is required then the offsite campus would require DHH plan review.
