HSS-Facility Need Review

FNR decisions will not be given over the phone. You will receive a certified letter or an email (to the email address listed on your FNR application) from the FNR Program Committee once a decision has been made about your application.

The FNR Program Manager will only notify you via email or telephone call if your application is incomplete.

The FNR Rule (LAC 48:1 Chapter 125) states:

The review period will be no more than 60 days,
except as noted in the case of issuance of a request for
proposals (RFP). The review period begins on the first day
after the date of receipt of the application, or, in the case of
issuance of an RFP, on the first day after the period specified
in the RFP.
1. A longer review period will be permitted only when
initiated by the Facility Need Review Program. A maximum
of 30 days will be allowed for an extension, except as
otherwise noted for the issuance of a RFP.

HSS Facility Need Review Checklist

  1. Read and Review the Facility Need Review Rule (LAC 48: 1 Chapter 125) to determine what documentation you will need to send with your FNR applications
  2. Send  your FNR payment and the HSS Payment Transmittal Form to designated mailing address
  3. Send your FNR applications and documentation to the designated mailing address

  • Any data/documents regarding waiting lists for these services in this service area.
  • Any letters from healthcare facilities, medical professionals or others, who have clients/patients/recipients awaiting these services in this area.
  • Any data/documentation of complaints about clients/patients/recipients not being able to access these services in this service area.
  • Any data/documentation about population groups (example: veterans) that do not have access to these services in this area, to whom this applicant will provide such services.
  • Any data/documentation about specific geographic areas of the service area that are not being served or are being underserved, that this applicant will now serve.

Failure to submit FNR payment and/or complete application packet (application and documentation) to its appropriate mailing address could delay processing. Any FNR application submitted without supporting documentation will not be processed until the supporting documentation is received by FNR. This could increase your timeframe to be considered for review.

§12505. Application and Review Process

2. An applicant may not request an extension of the
review period, but may withdraw an application (in writing)
at any time prior to the notification of the decision by the
FNR Program.

Effective July 6, 1990, Pursuant to La. RS 40:2116,The Louisiana Department of Health, in accordance with the Administrative Procedure Act, has established a facility need review process consistent with the regulations for licensure for facilities and for Title XIX of the Social Security Act. The Louisiana Department of Health does not issue nor has a requirement for certificate of need (CON) for licensed health care entities.
