Continues the provisions of the November 18, 2022 Emergency Rule which amended provisions governing the Adult Day Health Care Waiver in order to add assistive technology as a covered service, as authorized under section 9817 of the American Rescue Plan Act of 2021.
Amends the provisions governing the licensing of free-standing birth centers (FSBCs) in order to: add and update definitions; clarify licensing requirements and responsibilities of the governing board; modify education and training requirements of personnel; and update FSBC service delivery requirements.

Amends the provisions governing inpatient hospital services in order to expand the qualifications for classification as a teaching hospital to include facilities that have documented affiliation agreements with Louisiana medical schools accredited by the Commission of Osteopathic College Accreditation, in compliance with Act 152 of the 2022 Regular Session of the Louisiana Legislature.
Amends the provisions governing the licensing of adult residential care providers in order to update the definitions and requirements for medication administration, and to remove the facility need review requirement, in compliance with Acts 112 and 531 of the 2022 Regular Session of the Louisiana Legislature.
Continues the provisions of the July 31, 2022 Emergency Rule which adopted provisions governing targeted case management services in order to establish workforce retention bonus payments along with audit procedures and sanctions.
