Enough volume and rancor went into the national health-care debate to make it sad that we can't harness them to make the nation truly energy independent. But while Republicans and Democrats clubbed each other daffy with public options, back-room deals, death panels and coverage mandates, Louisiana public health officials pushed ahead quietly with their own plans for reforming health care — or at least that portion of the state's health care provided by Medicaid. That portion turns out to be regrettably large.

The secretaries of the Louisiana Department of Environmental Quality (DEQ) and the Department of Health and Hospitals (DHH) sent a letter to Occupational Safety and Health Administration's (OSHA) Assistant Secretary of Labor David Michaels asking the agency to conduct a full investigation of oil spill worker conditions and safety.

Federal funding for the clinics currently ends on Sept. 30.

The Kaiser report, intended to provide an estimate of costs for states, limited its analysis to the costs of the expansion of Medicaid, and did not provide an analysis of additional costs that may be imposed.
