Amends the reimbursement methodology governing inpatient hospital services in order to revise the provisions governing supplemental Medicaid payments to qualifying non-rural, non-state public hospitals for East Jefferson.
Amends the provisions governing disproportionate share hospital (DSH) payments to reduce DSH payments to qualifying hospitals for inpatient psychiatric services provided by non-rural, non-state acute care hospitals.
Amends the provisions of the November 20, 2014 Emergency Rule which revised the definition for home and community-based service providers to include monitored in-home caregiving (MIHC) services, and the provisions governing the service area for adult day health care providers in order to revise the formatting of these provisions in order to ensure that the provisions are promulgated in a clear and concise manner.
Amends the provisions governing the allocation of waiver opportunities in the New Opportunities Waiver (NOW) to revise the criteria for emergency waiver services, simplify the allocation process for NOW emergency opportunities, and facilitate faster access to emergency waiver services for qualified individuals.
Amends the provisions of the January 20, 2014 and August 20, 2015 Emergency Rules, which repromulgated and revised provisions governing the Medically Needy Program in a codified format for inclusion in the Louisiana Administrative Code, in order to further clarify the provisions governing allowable medical expenses for Spend-Down MNP coverage.
Amends the provisions governing the reimbursement methodology for non-state intermediate care facilities for persons with intellectual disabilities to establish supplemental Medicaid payments.
Amends the provisions governing the Medically Needy Program in order to further clarify the provisions of the January 20, 2015 Emergency Rule which repromulgated and revised these provisions in a codified format for inclusion in the Louisiana Administrative Code.
Amends the provisions governing the Facility Need Review (FNR) Program to remove outpatient abortion facilities from the FNR process.
Amends the provisions governing the reimbursement methodology for inpatient hospital services rendered by non-rural, non-state hospitals to reinstate reimbursements for costs incurred in the purchase of blood products for certain Medicaid recipients diagnosed with, and receiving inpatient treatment for, hemophilia.
Rescinds the July 1, 2015 Emergency Rule which terminated the Louisiana Health Insurance Premium Payment (LaHIPP) Program.
Amends the provisions governing the reimbursement methodology for nursing facilities in order to suspend the provisions of LAC 50:II.Chapter 200, and to impose provisions to ensure that the rates in effect do not increase for the SFY 2016 rating period.
Amends the licensing standards governing providers of case management services to exempt the Department of Children and Family Services (DCFS) from DHH licensure requirements in lieu of DCFS certification for foster care and family services workers who render case management services to Medicaid eligible children under the Targeted Case Management Program.
