Amends the provisions governing hospital licensing standards in order to comply with Acts 351 and 415 of the 2016 Regular Session of the Louisiana Legislature.
Continues the provisions of the September 1, 2016 Emergency Rule which amended the provisions governing nursing facilities reimbursement to include the provider fee increase in the nursing facility pass through rate.
Continues the provisions of the September 1, 2016 Emergency Rule which amended the licensing standards governing pediatric day health care facilities in order to clarify the provider participation requirements regarding plans of care.
Continues the provisions of the September 1, 2016 Emergency Rule which amended the provisions governing pediatric day health care services in order to clarify these provisions and revise the recipient criteria and reimbursement methodology.
Repeals and replaces the provisions governing Forensic Supervised Transitional Residential and Aftercare (FSTRA) facilities licensing standards to include language related to the culture change movement in nursing facilities, to update language to be consistent with licensing and enforcement processes, and to be more concise in providing regulatory information to providers and the public.
Continues the provisions of the September 1, 2016 Emergency Rule which amended the provisions governing provider fees in order to increase the limit of the provider fee for nursing facilities.
Continues the provisions of the November 1, 2015 Emergency Rule, which amended the provisions governing the Adult Day Health Care (ADHC) Waiver in order to adopt requirements which mandate that providers of personal assistant services must utilize the electronic visit verification (EVV) system designated by the department for automated scheduling, time and attendance tracking, and billing for certain home and community-based services.
Continues the provision of the August 1, 2016 Emergency Rule which amended the provisions governing provider fees for certain health care services in order to implement a provider fee assessment for qualifying emergency ground ambulance service providers.
Amends the provisions governing provider fees to establish hospital assessment fees and related matters as directed by House Concurrent Resolution 51 (HCR 51) of the 2016 Regular Session of the Louisiana Legislature.
Continues the provisions of the August 20, 2016 Emergency Rule which amended the provisions of the September 20, 2015 Emergency Rule governing the Medically Needy Program coverage in order to remove references to behavioral health services provided through the Louisiana Behavioral Health Partnership to recipients that qualified for the program under the terminated 1915(i) State Plan authority.
Repeals and replaces the licensing standards governing nursing facilities in its entirety and repromulgate these provisions in order to include provisions related to the culture change movement in nursing facilities and to incorporate these provisions under a single comprehensive Rule in Part I, Title 48 of the Louisiana Administrative Code.
Continues the provisions of the August 1, 2016 Emergency Rule which adopted provisions to establish enhanced Medicaid reimbursements through the Supplemental Payment Program for qualifying emergency ground ambulance service providers.
