In its most recent audit of the Louisiana Department of Health and the Attorney General’s office about the Medicaid Fraud Fund, the Louisiana Legislative Auditor cited both agency’s management of the fund. The audit said both the state health department and the AG need to develop more effective processes to identify and ensure that the appropriate funds are deposited into the fund.
Secretary of Health Dr. Rebekah Gee announced the state had finally done away with the waiting list and ensured that every eligible person who was in line asking for help from the state had received some form of assistance.
Yesterday, a child in Texas and one in Connecticut died after overheating in a hot car. These deaths followed similar incidents from earlier in the week where a 17-month-old child died in Florida after the boy was left unattended in a parked car, and in Louisiana where emergency responders had to break a window of a parked car to rescue a child who had also been left alone.
The Louisiana Department of Health today reported the first human cases of West Nile virus for this year. These initial cases are listed in this year’s first weekly Arboviral Report and shows six WNV infections, distributed as follows: • Three cases of neuroinvasive disease: one case each in DeSoto, St. Tammany and Tangipahoa parishes, • Two cases of fever: one each in East Baton Rouge and Ouachita parishes, and • One asymptomatic case in East Baton Rouge Parish that was diagnosed because of a blood donation.

This new plan prioritizes the needs of people instead of the date they applied for services.
Continues the provisions of the December 3, 2016 Emergency Rule which amended the provisions governing outpatient abortion clinics in order to comply with the provisions of Acts 97, 563 and 593 of the 2016 Regular Session of the Louisiana Legislature which increased the time period for pre-operative services, mandated the distribution of printed information about services for pregnant women, and established provisions for the disposal of fetal remains.
Amends the provision governing rural health clinics reimbursements in order to implement a payment methodology for long-acting reversible contraceptive devices outside of the prospective payment system rates.
Amends the provisions governing outpatient hospital services in order to repeal the provisions governing duration of outpatient status to remove these procedural requirements from the Louisiana Administrative Code.
Amends the provisions governing managed care for physical and behavioral health in order to allow MCOs to utilize skilled nursing facilities for members who transition from acute care hospital services as a step-down continuum of care and to align the governing authorities with current operations and practices.
Amends the provisions governing the Community Choices Waiver (CCW) in order to: 1) align the provisions governing target population, service definitions and provider qualifications with the waiver approved by the U.S. Department of Health and Human Services, Centers for Medicare and Medicaid Services; 2) eliminate the non-medical transportation service; 3) amend the criteria for CCW priority offers to specify priority for individuals admitted to, or residing in, nursing facilities for whom Medicaid is the sole payer source; 4) change references to the minimum data set-home care to the International Resident Assessment Instrument (interRAI) assessment tool; and 5) allow OAAS to grant exceptions to waiver discharges for interruptions due qualifying circumstances.
Continues the provisions of the July 1, 2018 Emergency Rule which amended the provisions governing healthcare services provider fees in order to calculate, levy and collect an assessment for each assessed hospital, with the exception of facilities prohibited from participating in the Medicare Program and to increase provider fees for emergency ground ambulance service providers.
