Continues the provisions of the October 20, 2013 Emergency Rule which amended the provisions governing the reimbursement methodology for outpatient hospital services provided by non-state owned hospitals participating in public-private partnerships to remove the New Orleans Area hospital which was erroneously included in these provisions.
Continues the provisions of the October 1, 2014 Emergency Rule which rescinded the provisions of the November 1, 2012 Emergency Rule governing the reimbursement methodology for services rendered in the Pharmacy Benefits Management Program, and returned to the reimbursement rates in effect on September 5, 2012 which is consistent with the currently approved Medicaid State Plan.
Continues the provisions of the February 20, 2013 Emergency Rule which amended the January 1, 2013 Emergency Rule in order to incorporate provisions governing an increase in rates for the administration of certain vaccines to adults and to revise the payment methodology.

The purpose of this RFP is to solicit proposals from vendors to design, implement, and maintain a core Enterprise Architecture (EA) for the Office of Technology Services and to provide on-going operational governance of the proposed solution. While the proposed solution will serve initially as the technical infrastructure for the modernization of the Department of Health and Hospital’s core Medicaid functions, proposers should also frame their solution as part of a wider-scale, statewide initiative to consolidate IT infrastructures and assets. The State anticipates the incorporation of other agency programs into the architecture, such as the modernization of the Child Welfare system, TANF, SNAP, and child support systems, in the relative near future after implementation.
