Continues the provisions of the April 15, 2013 Emergency Rule which amended the provisions governing reimbursement for Medicaid payments for outpatient services provided by non-state owned major teaching hospitals participating in public-private partnerships which assume the provision of services that were previously delivered and terminated or reduced by a state owned and operated facility.
Continues the provision of the April 20, 2014 Emergency Rule which amended the provisions of the December 31, 2013 Emergency Rule in order to clarify the provisions which included Medicaid coverage for the unborn child(ren) of any pregnant woman with income between 138 percent and 214 percent of the Federal Poverty Level (FPL).
Continues the provisions of the April 20, 2014 Emergency Rule which amended the provisions of the December 31, 2013 Emergency Rule in order to make technical revisions to ensure that these provisions are appropriately promulgated in a clear and concise manner.

Amends the provisions of the August 20, 2014 Emergency Rule which amended the provisions governing the licensing standards for PRTFs in order to remove service barriers, clarify appeal opportunities, avoid a reduction in occupancy of PRTFs in rural locations, and clarify the process for cessation of business in order to revise the formatting of these provisions to ensure that these provisions are appropriately promulgated in a clear and concise manner.
