Amends the provisions governing the reimbursement methodology for nursing facilities in order to suspend the provisions of LAC 50:II.Chapter 200 governing the rebasing methodology and trending requirements for nursing facility rates and to impose provisions to ensure that the current rates in effect do not increase for the SFY 2018-2019 rating period.
Repeals the provisions of the March 20, 1986 Rule governing Medicaid Eligibility for recipients of long-term care and home and community-based services in order to terminate the optional Medicaid Special Income Level eligibility group coverage.
Repeals the provisions governing the Provisional Medicaid Program in order to terminate this optional Medicaid program.
Repeals all of the provisions governing the Medically Needy Program (MNP), including Spend-Down MNP, in order to terminate this optional Medicaid program.

Rescinds the December 28, 2017 Emergency Rule which amended the provisions governing the Louisiana Children’s Health Insurance Program (LaCHIP) in order to terminate coverage of uninsured children under the Title XXI CHIP authority as a result of the lack of federal matching funds for LaCHIP.
Rescinds the December 28, 2017 Emergency Rule which amended provisions governing Medicaid eligibility to increase the maximum income standard for the Optional Targeted Low-Income Children Coverage Group up to 250 percent of the FPL, to incorporate cost sharing provisions, and to ensure compliance with the Administrative Procedure Act (R.S. 49:950 et seq) by codifying these provisions into the Louisiana Administrative Code in a clear and concise manner.
