  Home and Community-Based Services Waivers – Residential Options Waiver (ROW) (LAC 50:XXI.Chapters 161-169)

  Continues the provisions of the May 20, 2011 Emergency Rule which amended the provisions of the August 20, 2010 Emergency Rule governing the allocation of waiver opportunities in order to adopt criteria for crisis diversion, to revise the provisions governing the individuals who may be offered a waiver opportunity, and to clarify the provisions governing the Developmental Disabilities Request for Services Registry.

  Medicaid Eligibility - Medically Needy Program - Behavioral Health Services

  Continues the provisions of the January 20, 2014 Emergency Rule which amended provisions governing the Medically Needy Program to further clarify the provisions governing covered services.

  Medical Transportation Program - Emergency Aircraft Transportation - Rotor Winged Ambulance Services Rate Increase (LAC 50:XXVII.353)

  Continues the provisions of the September 1, 2014 Emergency Rule which amended the provisions governing reimbursement for emergency medical aircraft transportation in order to increase the rates for services originating in rural areas.

  Nursing Facilities - Licensing Standards (LAC 48:I.9704, 9707, and Chapter 99)

  Continues the provisions of the May 20, 2014 Emergency Rule which amended the licensing standards governing nursing facilities in order to clarify the provisions for Alzheimer’s special care disclosure, and to revise the provisions governing approval of plans and physical environment.

  State Children’s Health Insurance Program - LaCHIP Affordable Plan Benefits Administration (LAC 50:III.20501, 20505 and 20507)

  Continues the provisions of the January 1, 2013 Emergency Rule which amended provisions in order to transfer the administration of health care services covered under the LaCHIP Affordable Plan (Phase 5) to the health plans participating in the BAYOU HEALTH Program and the administration of behavioral health services to the Statewide Management Organization in the Louisiana Behavioral Health Partnership and revises the cost sharing provisions in order to remove the co-payment, co-insurance, and deductible requirements since they will no longer be attributable to the LaCHIP Affordable Plan Program.

  Behavioral Health Services - Statewide Management Organization - LaCHIP Affordable Plan Benefits Administration (LAC 50:XXXIII.103)

  Continues the provisions of the August 1, 2014 Emergency Rule which amended the provisions of the January 1, 2013 Emergency Rule in order to revise recipient coverage under the LaCHIP Affordable Plan.

  Nursing Facilities - Reimbursement Methodology - Supplemental Payments (LAC 50:XXXIII.103)

  Continues the provisions of the November 22, 2014 Emergency Rule which amended the provisions governing the reimbursement methodology for nursing facilities to adopt provisions for supplemental Medicaid payments to qualifying non-state, government-owned or operated nursing facilities that enter into an agreement with the department.

  Outpatient Hospital Services - Public-Private Partnerships - Reimbursement Methodology (LAC 50:V.6703)

  Continues the provisions of the April 15, 2013 Emergency Rule which amended the provisions governing reimbursement for Medicaid payments for outpatient services provided by non-state owned major teaching hospitals participating in public-private partnerships which assume the provision of services that were previously delivered and terminated or reduced by a state owned and operated facility.

  State Children’s Health Insurance Program - Coverage of Prenatal Care Services (LAC 50:III.20301 and 20303)

  Continues the provision of the April 20, 2014 Emergency Rule which amended the provisions of the December 31, 2013 Emergency Rule in order to clarify the provisions which included Medicaid coverage for the unborn child(ren) of any pregnant woman with income between 138 percent and 214 percent of the Federal Poverty Level (FPL).

  State Children’s Health Insurance Program - Modified Adjusted Gross Income (LAC 50:III.20103)

  Continues the provisions of the April 20, 2014 Emergency Rule which amended the provisions of the December 31, 2013 Emergency Rule in order to make technical revisions to ensure that these provisions are appropriately promulgated in a clear and concise manner.

  Home and Community-Based Services Waivers– Community Choices Waiver (LAC 50:XXI.8329 and 8601)

  Amends the provisions governing the Community Choices Waiver in order to clarify the provisions of the April 20, 2014 Rule.

  Home and Community-Based Service Providers - Licensing Standards (LAC 48:I.Chapters 50 and 51)

  Amends the provisions governing the licensing standards for HCBS providers to clarify these provisions and to add licensing regulations for the Monitored In-Home Caregiving waiver program.
