The Department of Health, Bureau of Health Services Financing has submitted a Potpourri relative to the Healthcare Services Provider Fees – Emergency Ambulance Service Providers Fee Assessment to the Office of The State Register for publication in the March 20, 2018 edition of the Louisiana Register.
Continues the provisions of the December 3, 2016 Emergency Rule which amended the provisions governing outpatient abortion clinics in order to comply with Acts 97, 563 and 593 of the 2016 Regular Session of the Louisiana Legislature which increased the time period for pre-operative services, mandated the distribution of printed information about services for pregnant women, and established provisions for the disposal of fetal remains.
Amends the provisions governing the Pharmacy Benefits Management Program to revise the reimbursement methodology for physician-administered drugs in a physician office setting in order to bring the rates current and to incorporate a mechanism for periodic updates to the rates in compliance with U.S. Department of Health and Human Services, Centers for Medicare and Medicaid Services requirements.
Amends the provisions governing the standards for payments for nursing facilities in order to clarify the definitions of admission and continued stay, clarify the provisions governing the levels of care pathways and eliminate the behavior pathway for meeting nursing facility level of care.
Amends the provisions governing healthcare services provider fees in order to revise the payment methodology for hospital and emergency ground ambulance services providers and to more closely align the provisions governing nursing facility services, intermediate care facilities for individuals with developmental disabilities, and pharmacy services with current governing authorities and ensure that they are promulgated in a clear and concise manner in the Louisiana Administrative Code.
Amends the provisions governing adult behavioral health services in order to: 1) clarify the medical necessity criteria and target population for mental health services; 2) allow for more frequent assessments and treatment plan updates based on individual needs; 3) clarify information required to ensure treatment records are comprehensive and include all necessary documents; and 4) update language and revise service authorization requirements.
The March 2018 Legislative Oversight Committee reports have been submitted to the respective legislative oversight committees in accordance with R.S. 49:968(D)(1)(b)(c)
