The charge of Act 158 of the 2015 Regular Legislative Session was to provide transparency relative to Medicaid managed care programs. Within the Office of Behavioral Health (OBH), this involves the Coordinated System of Care (CSoC) program. Magellan Health Services of Louisiana, Inc. (Magellan) administers the CSoC program. This report outlines responses to the requests made by the legislature in Act 158 relative to Magellan's management of care within CSoC program.

The information gathered for the Synar report can help states describe and analyze substate needs for program enhancements. These data can also be used to report to the state legislature and other state and local organizations on progress made to date in enforcing youth and young adult tobacco access laws when aggregated statistical data from state Synar reports can demonstrate to the Secretary the national progress in reducing youth and young adult tobacco access problems.

Through My Choice Louisiana, the State will provide transition planning and support, as well as screening and evaluations to all Medicaid eligible individuals with serious mental illness who are currently in a nursing facility. The State will look to improve on diverting individuals with serious mental illness to appropriate community-based services in lieu of nursing facility placement. My Choice Louisiana follows a review by the Department of Justice in December of 2016 that claimed Louisiana was unnecessarily relying on nursing facilities to serve people with serious mental illness. The Americans with Disabilities Act, or ADA, requires these individuals receive services in the most integrated setting appropriate to their needs. Based on assessments, this may mean in a setting that is less restrictive than a nursing facility such as care in a home or community-based setting.
