DWRLF Loan Program
As a result of State Legislation, as well as legislation by the U.S. Congress, the Drinking Water Revolving Loan Fund (DWRLF) was created to assist public water systems in financing needed drinking water infrastructure improvements (e.g., treatment plant, distribution main replacement, storage facilities). The DWRLF is administered by the Louisiana Department of Health (LDH) Office of Public Health (OPH). Similar to the successful Clean Water State Revolving Fund (CWSRF) administered by the Louisiana Department of Environmental Quality (LDEQ), this program provides low-interest loans for construction of eligible water system projects. As loans are repaid, money is available to be used again for new loans - a true revolving fund. The program provides a significant financial incentive for public water supplies to upgrade treatment facilities to meet current and future regulatory requirements designed to protect public health and to rehabilitate and/or replace aging infrastructure.
The annual federal allotment of funds available to the DWRLF {as authorized under the Drinking Water Revolving Loan Fund Act (R.S. 40:2821 et seq.)} has to be detailed within an Intended Use Plan (IUP). The Infrastructure Investments and Jobs Act (IIJA) / Bipartisan Infrastructure Law (BIL) signed on November 15, 2021 included a $50 Billion investment to strengthen the Nation's drinking water and wastewater infrastructure. The State of Louisiana was allotted a portion of these funds to aid in it's endeavor to improve our drinking water infrastructure. The State has chosen to prepare a seperate IUP for the IIJA/BIL funds, which includes the federal allotment for General Supplemental, Emerging Contaminants, and Lead Service Line Replacement projects. The current Comprehensive List of Applicants includes all the public water systems, which have submitted a completed DWRLF Application Package. The proposed projects are listed and ranked in priority order based upon the priority ranking system detailed in the IUP.
The current Annual Report is a document describing how the State has met the goals and objectivies identified in its IUP, work plans and grant agreements for the State's fiscal year.
Under the provisions of state law, we are providing the DWRLF Financial Statement Audit for the year ending June 30, 2022.
