- Green Project Reserve EPA's Fiscal Year (FY) 2010 Appropriation Law (Public Law 11-88) added the Green Project Reserver (GPR) requirement to all DWRLF programs. The GPR requirement simply states that not less than 20 percent of the funds made available to each States' DWRLF be used by the State for projects to address green infrastructure, water efficiency improvments, energy efficiency improvements, or other environmentally innovative activities.
