LaHIPP FAQs for Providers

Higher reimbursement rates:

Providers bill the commercial insurance first and are reimbursed at the commercial rate, which is higher than the Medicaid contracted rate.

Expanded patient base:

Participation opens access to more insured patients who have both Medicaid and private coverage, potentially increasing overall patient volume.

Increased patient retention and revenue:

Members who keep their private insurance through LaHIPP are more likely to stay with their existing providers, creating consistent billing opportunities and steady revenue.

Applications can be submitted to Provider Enrollment using the following options:

  • Medicaid Eligibility Verification System (MEVS), an automated eligibility verification system using a swipe card device or PC software through vendors.
  • eMEVS, a web application that can be accessed through lamedicaid.com.
  • Recipient Eligibility Verification System (REVS), an automated telephonic eligibility verification system by calling 1-800-776-6323.

Providers must:

  • Enroll as a ‘LaHIPP Only’ or (fee-for-service) FFS provider.
  • Submit the claim to the patient’s primary insurance first.
  • After receiving the EOB, submit a hard-copy claim to Medicaid and attach the EOB.
  • Ensure the dates of service and procedure codes match on both the EOB and the Medicaid claim to avoid denial.

Medicaid will pay the patient’s co-pays, deductibles, and co-insurance for covered services, regardless of what the primary insurance pays.

Recipients must follow the policies of the primary plan, and only in certain circumstances will Medicaid consider payment of claims that are denied by the primary payer.

For LaHIPP beneficiaries, once the claim has been processed and paid by the primary carrier, Medicaid processes and pays the full patient responsibility (co-pay, co-insurance, and/or deductible).

Providers play a key role by:

  • Informing Medicaid patients about the LaHIPP Program
  • Encouraging them to apply if they have access to private or employer health insurance
  • Sharing LaHIPP flyers in clinic waiting areas
  • Placing a LaHIPP poster on community bulletin boards
