LDH is moving forward with a plan to distribute food benefits on EBT cards. If the USDA, who administers the SNAP program, is prepared and ready to move money into states’ accounts, we will use federal dollars to fund SNAP recipients’ accounts. If they are not ready, LDH will proceed with our state-funded program to provide food assistance to the elderly, the disabled, and households with children through their existing EBT cards.

RFP for Independent Verification and Validation Services
The purpose of this RFP is to solicit proposals from qualified and experienced proposers that provide Independent Verification & Validation (IV & V) services for MMIS enterprises and MMIS replacement projects. The Louisiana Department of Health and Hospitals seeks to obtain an IV&V contractor to perform two areas of IV & V services: the monitoring of operations of the existing MMIS, and IV & V services for the Design, Development and Implementation (DDI) of a replacement MMIS. The MMIS Replacement Project DDI is intended to replace the entire MMIS Enterprise including, but not limited to, claims processing, pharmacy point of sale (POS), data warehouse (MARS/DW), authorized services, and other support systems with a state-of-the-art, HIPAA compliant, rules-driven, on-line, real-time, web-based MMIS that is versatile in its architecture, structure, and code to support the evolving business needs of Louisiana’s Medicaid program. The IV&V Contractor will verify the DHH chosen solution meets business and technical requirements in order to obtain CMS Certification for the chosen MMIS Replacement.

RFP for System Point of Entry (SPOE) for Louisiana's Early Intervention System
The purpose of this RFP is to solicit proposals from qualified proposers who will operate a SPOE office in one or more of the ten (10) DHH/OCDD ―regions‖ as identified at www.dhh.louisiana.gov/offices/medialibrary/media-1/REG_MAP04.jpg. The SPOEs shall be responsible for initial Service Coordination, the eligibility determination and enrollment process for each referred child and family, and the completion of the initial Individualized Family Service Plan (IFSP) for each eligible child and family in EarlySteps Louisiana’s IDEA Part C system. After eligibility is established, ongoing service coordination shall be provided by Family Support Coordinators (FSC) with enrolled Family Support Coordination agencies that continually update the SPOE with information to enter into the data system. The SPOE shall be the only entity responsible for day-to-day maintenance of the child’s electronic record in the Early Intervention Data System (EIDS).

RFP for Pre-Admission Screening and Resident Review (PASRR) Screening and Paperless Workflow System
The purpose of this RFP is to solicit proposals from qualified proposers to provide contractor services to fulfill the requirements of the Pre-Admission Screening and Resident Review (PASRR) program. The Contractor must perform any and all administrative duties of the PASRR program related to the digital consolidation of workflow, records, patient care records, screening results, and other records as required. The Contractor will oversee independent evaluations (either via record review or conducting face-to-face evaluation) to determine appropriateness of placement in a nursing facility (NF) with or without specialized services. The Contractor must additionally interface its proposed system with existing Louisiana DHH and Medicaid IT systems, the Level of Care Eligibility Tool in particular. Finally, the Contractor must have the capability of producing reports at the request of Louisiana DHH and Medicaid that demonstrate compliance with federally mandated PASRR requirements (42 C.F.R. 483.100 et seq.).
