Amends the provisions governing reimbursement for laboratory and radiology services in order to align the reimbursement methodology for new laboratory and radiology services added to the Medicaid fee schedule with U.S. Department of Health and Human Services, Centers for Medicare and Medicaid Services (CMS) requirements and the CMS-approved State Plan Amendment.
Amends the provisions governing reimbursement for federally qualified health centers and rural health clinics in order to establish an alternative payment methodology to allow reimbursement for administration of the Coronavirus Disease 2019 (COVID-19) vaccine outside of the current all-inclusive prospective payment system rate on file.
Amends the provisions governing the Residential Options Waiver (ROW) in order to align the language and services streamlining process (i.e., services approval, tier waiver transition, billing/same services) in the administrative Rule with other home and community-based waivers in compliance with ROW program changes approved by the U.S. Department of Health and Human Services, Centers for Medicare and Medicaid Services.
Repeals the existing Louisiana Administrative Code 48:I.Chapter 67 governing the licensing of hospitals in its entirety, as these provisions are incorporated elsewhere in the LAC, and replaces it with provisions governing the licensing of free-standing birth centers in compliance with Act 332 of the 2019 Regular Session of the Louisiana Legislature.
Amends the provisions governing licensing standards for adult residential care providers (ARCPs) in order to: 1) establish requirements and limitations for visitation by clergy and immediate family members or other designated persons during a declared public health emergency; 2) adopt provisions governing the inactivation of the ARCP’s license due to a declared or non-declared disaster or emergency; and 3) revise the language in the administrative Rule to ensure consistency with other licensing standards.
Amends the provisions governing inpatient hospital services and ambulatory surgical centers in order to provide for reimbursement of laboratory testing for Coronavirus Disease 2019 (COVID-19) separately from inpatient hospital per diem payments and ambulatory surgical center flat fee reimbursement amounts.
Amends the provisions governing the licensing of nursing facilities in order to establish minimum requirements and limitations for visitation by clergy and immediate family members or other designated persons during a declared public health emergency in compliance with Acts 18 and 30 of the 2020 Second Extraordinary Session of the Louisiana Legislature.
Amends the provisions governing the licensing of intermediate care facilities for persons with developmental disabilities in order to establish minimum requirements and limitations for visitations of immediate family members or other designated persons during a declared public health emergency or to address Coronavirus Disease 2019 (COVID-19) in compliance with Act 27 of the 2020 Second Extraordinary Session of the Louisiana Legislature.
Amends the provisions governing hospice licensing to include the definition of a public health emergency (PHE) and add exemptions relating to the qualifications required for certain nursing staff hired during a PHE.
Amends the provisions governing the licensing of case management providers in order to amend the training and education requirements to address current staff shortages and ensure sufficient access to services.
Amends the provisions governing the Targeted Case Management Program in order to: 1) repeal the provisions limiting the maximum number of recipients and the percentages of the available recipient population that a case management agency may serve in a region; and 2) update language throughout the administrative Rule to reflect current practices.
Amends the provisions governing reimbursement for non-state intermediate care facilities for persons with intellectual disabilities in order to establish an effective date for the remittance of funds owed to the department by facilities that fail to meet the required direct care floor and specify that filing an administrative appeal does not suspend or delay the imposition of this recoupment.
