March 16, 2026 OPH Bureau of Engineering Services launches new public records information management system
Baton Rouge, Louisiana, - The Office of Public Health’s (OPH) Bureau of Engineering Services has launched the Louisiana Department of Health (LDH) Engineering Services Records Information Management System (RIMS), a new online public portal for searching Engineering Services records.
“This new portal reflects our commitment to modernizing public health operations and improving customer service statewide. Providing easy access to Engineering Services records supports transparency and helps us better serve the residents and businesses of Louisiana,” said Tonya Joiner, assistant secretary for the Office of Public Health.
The portal allows the public to access, download, and share this information directly without submitting a formal public records request. Users may independently search for engineering services records, including, but not limited to:
- Sample results;
- Inspection reports; and
- Plan review and permitting documents, such as:
- Final permits;
- Compliance responses; and
- Proof of delivery confirmations.
At launch, records from January 2024 to the present will be available. Engineering Services will routinely add newly created public records to the portal as part of the bureau’s normal business operations. Older records are being added daily through an ongoing digitization and indexing effort. Users may still submit public records requests for information that is not available through the search tool.
“This effort reflects more than two years of work to properly organize and centralize records for secure storage and public accessibility,” said Bureau of Engineering Services Director Steven R. Joubert, PE.
