Building and Premises Program

Program Objectives

There are over 6,945 institutions with permits in Louisiana. The Building & Premesis Program conducts annual inspections to control environmental factors detrimental to the health of persons confined to, residing in, or cared for by institutional facilities - including prisons (semi-annual), hospitals, nursing homes, group homes, daycare centers, and schools.

Respond to all complaints of unsanitary conditions in places of public accommodation and to control factors on private premises that may be detrimental to community health.

Services

Each parish health unit is responsible for the inspection of state-licensed facilities in their area.

Each region has at least two certified lead inspectors responsible for conducting environmental lead investigations based on data received from private physicians or health unit personnel.

Infectious Waste Program

The Infectious Waste Program regulates the packaging, transportation, and treatment of potentially infectious biomedical waste through the issuance of permits to all treatment facilities and large-quantity transporters. The Infectious Waste Program regulates and inspects all licensed healthcare facilities annually, to ensure proper infectious waste practices and investigates all complaints of improper infectious waste disposal and all incidents of promiscuous dumping of infectious waste.

Building & Premise Plans Review Documents

Please note that as of July 1, 2025, all new plans or plans for substantial renovation of existing facilities require the submission of a plans-review fee of $100 for a standard (10 or fewer business days) or $1,000 for an expedited (5 or fewer business days) plan review. This fee must be paid at the time of submittal, either electronically through our Digital Health Department software or by means of submitting a cashier's check or money order payable to "LDH" or "Louisiana Department of Health." Your inspector can give you additional information on this matter.
