Amends the provisions governing inpatient hospital services to reduce the total supplemental payments pool for non-rural, non-state hospitals classified as high Medicaid hospitals.
Amends the provisions of the March 1, 2017 Emergency Rule governing the reimbursement methodology for inpatient hospital services to eliminate the pool for supplemental payments for graduate medical education in order to clarify these provisions, and to correct a technical error to assure that the provisions are promulgated in a clear and concise manner.
Amends the provisions governing inpatient hospital services to eliminate the total supplemental payments pool for graduate medical education payments to qualifying acute care hospitals.
Amends the provisions governing the Professional Services Program to revise the reimbursement methodology for supplemental payments to physicians and other professional service practitioners in order to clarify the qualifying criteria for these payments and to reformat the provisions to ensure they are promulgated in a clear and concise manner in the Louisiana Administrative Code.

Amends the provisions of the May 20, 2008 Rule governing the reimbursement methodology for nursing facilities to amend the provisions governing evacuation and temporary sheltering costs in order to ensure that an evacuating nursing facility continues to receive vendor payments while providing essential care and services to residents at a host site when they are displaced.
