Repeals inpatient hospital services rules which were promulgated prior to implementation of the Louisiana Administrative Code codification system as it has been determined that the provisions are obsolete and should be repealed.
Amends the provisions governing the dental benefits prepaid ambulatory health plan in order to allow Medicaid beneficiaries age 21 or older who reside in intermediate care facilities for individuals with intellectual disabilities to receive dental services administered by a dental benefits plan manager.

Section 2108(a) and Section 2108(e) of the Social Security Act (the Act) provide that each state and territory must assess the operation of its state child health plan in each federal fiscal year and report to the Secretary, by January 1 following the end of the federal fiscal year, on the results of the assessment. In addition, this section of the Act provides that the state must assess the progress made in reducing the number of uncovered, low-income children.
STI and HIV infection in Louisiana require responsive interventions to decrease new infections, slow HIV disease progression, increase individual awareness of STI and HIV status, and help ensure access to medical care for persons who have HIV or need treatment for an STI. The Office of Public Health's (OPH) Springhill Parish Health Unit (PHU) in Webster Parish has closed due to flooding. A temporary PHU with limited services will operate from the Minden Health Unit, which is under renovation, until further notice.
