Technical Issues
Applicants must follow the NOFO instructions to ensure the timely submission of a grant application. If a researcher reports that a technical issue compromised proposal submission, PUPP will coordinate with LDH Office of Technical Services to investigate on a case-by-case basis once a documented circumstance is confirmed.
NOTE: Issues with applicant internet connectivity, computer systems, Adobe compatibility settings, or failure to follow instructions in the NOFO or on the PUPP webpage by the submission deadline are NOT PUPP or LDH system issues and do not constitute grounds for an appeal.
Nonresponsive Applications
PUPP applications are considered nonresponsive when they do not meet the requirements listed in the NOFO, including, but not limited to: eligibility and complete submission criteria. Incomplete applications are also considered nonresponsive due to missing information, documents, or attachments.
How is an application determined to be nonresponsive?
PUPP performs an initial qualification screening of all applications submitted by the application deadline to determine whether the content conforms to the NOFO. This includes verifying that all required documents, including a cost-match budget, and attachments identified in the NOFO are submitted, and that the application was submitted within the deadline. If the proposal does not specifically identify Louisiana Medicaid as the study population, the proposal would be deemed ineligible for consideration.
How to submit a request for reconsideration of an application
If an applicant receives notification that their grant application is not in consideration for funding, they may request copies of the scoring documents.
If the applicant is not in agreement with the comments and scoring documents with the concern that there was a significant omission in or a misinterpretation of elements within the proposals, the applicant may request for the proposal to be rescored. All requests must be submitted in writing and include justification for reconsideration. The request must include documentation substantiating applicant’s claim of an extenuating circumstance within 14 days of receiving the notification of non-funding.
The request must:
- include a copy of the adverse determination,
- identify the issue(s) in dispute and
- contain a full statement of the applicant’s position with respect to their issue(s), including pertinent facts, supportive reasoning, and documentation to support their claim.
Once the request is received with associated documentation, Medicaid Executive Leadership, Bureau of Legal Services and PUPP Program staff will review to substantiate the extenuating circumstances. The applicant will be informed of the results of the review. If documentation is not submitted that substantiates the applicant’s claim, PUPP will not consider the request.
