Financial Commitment

  • Cost sharing is a requirement of this opportunity. For each awarded project, the public college/university submits its actual allowable costs and certifies its share of expenditures on the project. LDH then draws down the Medicaid match (i.e., federal financial participation) to reimburse the public college/university for project costs.
  • The university’s cost share must be identified as eligible to claim as certified public expenditures and is not part of another federally funded program or grant.

Onboarding

  • The project team is scheduled with PUPP leadership to discuss deliverables and expectations and answer any operational questions regarding reporting, invoicing. This will be scheduled shortly after the contract is executed.

IRB Submission

  • All projects must be reviewed and approved, or determined to be exempt from review, by the Institutional Review Board of the public college/university followed by the LDH Institutional Review Board. The IRB application process should be initiated by the public college/university within ninety (90) days of receiving award notification.

Publications

  • PUPP Universities are encouraged to submit research findings in peer-reviewed journals. Where appropriate, it is encouraged that the public college/university collaborate scientifically with LDH staff.
  • While the public college/university retains scientific independence, it also must provide LDH the opportunity to review all dissemination materials in advance of dissemination.
  • All dissemination materials must include an acknowledgement of LDH as a funding source and must include a disclaimer on behalf of LDH.
  • Publication fees can be reimbursed, if applicable, provided that they are listed in the approved project budget.

Project Deliverables

  • Milestone Document: This is due at the first Quarterly Progress Meeting to highlight anticipated progress at specific intervals along the project timeline.
  • Quarterly Progress Reports: Each research project will submit quarterly progress reports indicating accomplishments such as milestones achieved, challenges or barriers to success, and mitigation strategies for challenges or barriers identified. These are due on April 10th, August 10th, October 10th and January 10th. A Report Template is provided
  • Quarterly Meeting Check in: These are scheduled following the QPR submission with the project team and the PUPP staff. Topics include QPR review, program financials, progress on deliverables and serves as an open discussion for both operational and program items.
  • Final Report: At the conclusion of the project term, the researcher will provide a summative final report (template will be provided) . The Final report shall consist of an executive summary (1 page), a policy brief describing the key findings and conclusions to a health policy-maker audience, and an unabridged scientific description of the background, methods, results, conclusions, and implications stemming from the services furnished.  
  • PUPP Collaborative: This is an annual event for University recipients to present status to other university peers on their research project at whatever stage the study is in.  The PUPP Collaborative is a forum to introduce the researchers to LDH stakeholders, university officials and State Legislators who are invited to attend.  These are scheduled at the LDH Offices, 628 N Fourth Street, Baton Rouge and consist of both live presentations and poster displays.
