The Louisiana Doula Registry Board

The Louisiana Doula Registry Board, established through RS 22:1059.1 in 2021, reviews and approves doula registration for inclusion on the Louisiana Doula Registry. The board serves doulas, women, and families by shaping public policy, providing oversight, and ensuring the effective implementation of laws and regulations.

Responsibilities of the Louisiana Doula Registry Board:

The Doula Registry Board shall perform all of the following tasks, subject to promulgated rules and established guidelines:

  • Review applications for doulas to register to receive health insurance reimbursement in Louisiana.

  • Approve applications to designate registered doula status.

  • Notify applicants of approval or denial of doula registration status.

  • Maintain a statewide registry of doulas approved for health insurance reimbursement in Louisiana.

Goals and Priorities of the Louisiana Doula Registry Board

  • Create the criteria for the registration application, review submitted doula registration applications, and grant registration status to doulas seeking health insurance reimbursement.

  • Promote safe and patient-centered care for every mother and every birth in this state.

Louisiana Doula Registry

The Louisiana Doula Registry is a database of individuals who hold registered doula status in Louisiana, granted by the Louisiana Doula Registry Board. The Registry serves as a list of doulas who have satisfied all of the requirements stipulated by Louisiana law for registration, which makes them eligible for insurance payment for doula services.

 

Membership

The Louisiana Doula Registry Board includes practicing doulas, doula service organizations, community representation, health care professionals, state health officials, and health insurance representatives. The Board consists of 14 members appointed by the Medical Director of the Louisiana Perinatal Quality Collaborative or their designee, as outlined in the statute.

The Louisiana Doula Registry Board is required to hold at least six regular meetings each year, as stated in Louisiana R.S. 22:1059.1.
