The Office of Aging and Adult Services (OAAS) was formed within the Department of Health as a healthcare reform initiative, bringing together all of the long-term care programs that serve senior citizens and people with adult-onset disabilities.
The Office of Aging and Adult Services aims to develop, provide and enhance services that offer meaningful choices for people in need of long-term care. The office is committed to developing a long-term care system that provides choice, ensures quality, meets the needs of consumers and caregivers, and does so in a fiscally responsible manner.

Our Goal
The Office of Aging and Adult Services (OAAS) provides access to quality long-term services and supports for the elderly and adults with disabilities in a manner that supports choices, informal caregiving and effective use of public resources.
What We Do
Administer and manage a number of different programs designed to provide access to services for elders and individuals with adult on-set disabilities so that they may live as independently as possible;
Promote quality care in facility-based long-term care services in both private nursing facilities and OAAS-operated nursing facilities; and
Complete timely investigations of adult abuse, neglect, exploitation and/or extortion in the community.
Facility Based Services
OAAS staff process admission requests for nursing facilities statewide. Those interested in nursing facility care may apply directly to the nursing facility of their choice or contact Louisiana Options in Long-Term Care to apply for pre-admission certification.
OAAS also operates one nursing facility in Jackson, Villa Feliciana Medical Complex, that provides specialized care and rehabilitative services to medically complex residents.

Home and Community-Based Services
OAAS has several programs to help older adults and individuals with adult on-set disabilities to maintain their independence. These programs offer services in the home or in community-based settings to those who qualify. OAAS offers many types of assistance including hands-on assistance with self-care, home modifications, technology and therapies. Programs include:

Transition Services
OAAS has programs that help people currently in an institutional care setting move or “transition” into the community to receive long term care services if that is their choice. Programs include:
Traumatic Brain and Spinal Cord Injury Program (THSCI)
This program helps people who survive traumatic head or spinal cord injuries return to a reasonable level of functioning and independent living in the community.

State Personal Assistance Services (SPAS) Program
This program helps people with significant disabilities by assisting them with their activities of daily living, in order to support and to enhance their employability and/or to avoid unnecessary institutionalization.

Permanent Supportive Housing (PSH)
This program links affordable rental housing with voluntary, flexible and individualized services to people with significant and long-term disabilities. This service enables these individuals to live successfully in the community. To learn more click here.

Adult Protective Services (APS)
APS is responsible for investigating reports and arranging for services to protect vulnerable adults ages 18-59 and emancipated minors, who are at risk of abuse, neglect, exploitation or extortion. APS investigates:
All Louisiana citizens are required to report suspected cases of abuse, neglect, and/or exploitation. Reports may be made 24 hours a day, 7 days a week.
For suspected cases of abuse, neglect and/or exploitation in vulnerable adults aged 18-59 years of age, call the Adult Protective Services Hot Line at 1-800-898-4910.
For suspected cases of abuse, neglect, and/or exploitation in vulnerable adults aged 60 or older, call the Elderly Protective Services Hot Line at 1-833-577-6532.

A nursing facility provides 24-hour care for rehabilitative, restorative and ongoing skilled-nursing care to patients or residents in need of assistance with activities of daily living such as bathing, dressing, transferring, toileting and eating.
The Office of Aging and Adult Services (OAAS) administers home and community based long-term care services (HCBS) through various waiver and state plan programs for individuals who are elderly or have disabilities, assisting them to remain in their homes and in the community.
